In 1913, De Soto was a small town in Jefferson County, Missouri, where residents followed national news through the St. Louis newspapers that arrived each day. That spring, Woodrow Wilson took office in Washington, and the new Congress soon debated tariff and banking reform, including the Federal Reserve Act that passed in December. Local people were more likely to discuss the price of goods at the store, the state of the roads after rain, and who had been elected to the school board. Lodge meetings, Sunday services, and community gatherings gave the town its social life, and this view of its streets and buildings would have been recognized at once by anyone who lived there.
