Texas City, on the north shore of Galveston Bay, was a young company town in 1914, laid out in the 1890s to serve as a rail and shipping outlet on the Gulf Coast. Its railroad yards and docks handled cargo moving between the Texas interior and the wider Gulf, and its growth depended on the rail line and the bay trade rather than on the older island city of Galveston. The title "2nd Div." suggests a numbered unit of the state militia, the kind of organization Texas drew on that year as tensions with Mexico ran high along the border and in the Gulf. For residents, the town was a place of wharves, rail sidings, and a steady flow of workers and soldiers passing through, and the photograph records a moment when military organization and civic life were closely intertwined.
