Texas City, on the north shore of Galveston Bay, was a young railroad and port town in 1914, having been platted in the early 1890s around a rail terminal and waterfront. Its economy rested on shipping cotton, grain, and other goods out through its docks, and its growth had been shaped by the 1900 Galveston hurricane, which pushed residents, business, and investment toward the mainland. In 1914 the Mexican Revolution kept the Army busy along the Texas border and on the Gulf coast, and units were moved, drilled, and quartered across the state. This photograph shows soldiers of the 4th Field Artillery and engineers gathered at Texas City, a reminder that the town's rail and dock facilities made it a useful staging point. Residents would have known the place as a busy shipping town that had come back from the storm years before.
