Texas City, on the north shore of Galveston Bay, was a young railroad and shipping town in 1914, built around its rail yards and wharves. That spring, the Veracruz and Tampico incidents with Mexico had pushed the United States Army to gather troops along the Gulf Coast, and the regulars of the 2nd Division were assembled in and around Texas City in the same period. The men in this photograph, with the 5th Brigade absent from the formation, would have been part of a force waiting to see whether the crisis across the border would turn into a campaign. For local residents, the sight of thousands of uniformed soldiers on the prairie beside the bay meant crowded streets, business for merchants and boarding houses, and a town suddenly aware of its place in national affairs.
