Texas City, on the west shore of Galveston Bay, was a young railroad and shipping town in 1913, shaped by the rail lines and wharves that had been built there since the early 1890s. Its economy rested on freight, dockside trade, and the Gulf coast's farm and cattle shipments moving through the port. That same year, the Mexican Revolution had pushed the United States Army into a state of heightened readiness along the Texas border, and troops were gathered in Texas for training and staging. A camp at Texas City would have put soldiers, horses, and supply wagons in a town where most residents were used to the rhythms of the railroad and the harbor. Many people in the region still remembered the 1900 hurricane that had devastated Galveston, a few miles away, and that memory shaped how they viewed any large gathering of men and materiel on the bay.
