Texas City, on the mainland shore of Galveston Bay, was a young railroad and shipping town in 1913, with its docks and freight yards tied to the rail lines that brought goods and livestock to the water. Residents looked across the bay to Galveston, which was still rebuilding after the 1900 hurricane killed thousands on the island. In 1913 Texas was uneasy over the Mexican Revolution, and the state's National Guard was gathering troops at camps along the Gulf coast and the Rio Grande. A mobilization camp like this one would have brought soldiers, supply wagons, and visitors to a small town, making the military buildup a visible part of local life.
