Texas City, on the north shore of Galveston Bay, was a young port in 1913, only about two decades old, and its growth depended on the railroads and the waterfront. Rail lines brought in freight and passengers, while shipping and early industrial works along the bay gave local men steady work. That spring and summer, the border with Mexico was tense during the Mexican Revolution, and Army units were moved across Texas to guard the frontier and keep order. A regiment of infantry encamped at Texas City would have been a visible sign of that wider unrest, and to residents the soldiers likely meant both protection and a boost to local business.
