Texas City, on the north shore of Galveston Bay, was a young company town in 1913, laid out in the early 1890s by northern investors who hoped to turn it into a deepwater port and rail terminal for shipping Texas and Plains produce. Its growth rested on the railroad and the waterfront, where grain, cotton, and freight moved between cars and ships. In 1913 the surrounding country was unsettled by the Mexican Revolution across the Rio Grande, and the U.S. Army kept cavalry units in Texas to watch the border. This camp, with its corrals for horses and mounts, shows how the town served as a staging area for mounted troops in those years, a role residents would have noticed in daily traffic, supply, and local news.
