In 1913, Texas City was a small industrial and shipping town on the north shore of Galveston Bay, shaped by its railroad connections and waterfront. Its economy depended on rail freight, shipping, and the cotton, grain, and other goods that moved through the area, while the Galveston hurricane of 1900 was still a recent memory for residents across the bay. The gathering shown here, with units of the Texas National Guard's 4th and 6th Brigades assembled in one frame, reflects the state's practice of bringing militia companies together for drill and encampment outside their home towns. Local residents would have seen such a formation as a sign of the state's military readiness and of the town's role as a place where soldiers, officers, and visitors came through by train.
