Texas City, on the north shore of Galveston Bay, was a young port in 1913, laid out only about two decades earlier by Minnesota investors who hoped to rival Galveston across the water. The Gulf, Colorado and Santa Fe Railway had brought its tracks into town, and the docks and rail yards handled cotton, lumber, and other goods moving out of the Texas interior. Galveston's devastating 1900 hurricane was still fresh in local memory, and bay residents watched the Gulf coast closely for storms. That spring, Texas was tense over unrest along the Mexican border, and the brigade drilling here reflected the military activity that filled the state's encampments.
