Texas City, on the north shore of Galveston Bay, was a young railroad and shipping town in 1914, laid out only about two decades earlier by northern investors who hoped to use the bay as a deepwater outlet for Texas cotton and grain. Its growth depended on the rail lines that reached the waterfront and the freight handling that moved goods out to the Gulf. In 1914 the United States Army kept many cavalry units along the Texas side of the Rio Grande as the Mexican Revolution spilled across the border, so a regiment camped near town brought soldiers, horses and army payrolls into the local economy. Residents still measured coastal risk by the Galveston hurricane of 1900, which shaped how people in the region thought about storms and seawalls.
