Texas City in 1913 was a young port on the west shore of Galveston Bay, founded in the early 1890s by investors from Minnesota who hoped to rival Galveston across the water. Its economy rested on shipping the cotton and rice grown on the coastal prairies behind it, and the town was still small enough that a single new institution could change daily life. The mobilization camp brought uniformed men, horses, and supply wagons into streets that normally saw farmers, dockworkers, and rail crews. Residents would have known their town as a Gulf shipping point still finding its footing, and a camp of soldiers was a sharp reminder that state military concerns reached even small harbors.
