Texas City, on the western shore of Galveston Bay, was a young town in 1913, only about two decades past its founding in 1891 by Minnesota investors who hoped to make it a deepwater port and rail terminal. Its prospects depended on the railroads that carried cotton, grain, and other goods to the Gulf, and on the larger city of Galveston across the bay, which set the pace for commerce on the coast. A group of officers posed together for this panoramic photograph, a sign of the civic and fraternal organizations that governed and steadied a community still building its streets, schools, and wharves. Such portraits recorded who held local authority at a time when the town was still defining itself.
