Galveston, Texas, in 1913 was still recovering from the hurricane of September 1900, which killed thousands of residents and flattened much of the island's low-lying city. Afterward, the town raised its grade with fill and built a massive seawall, work that was well underway by the time these officers were photographed. The port handled large volumes of cotton and other goods, and its wholesale houses, shipping firms, and cotton trade shaped daily life along the Strand and the harbor. Military units like this one, drawn from the Texas National Guard, were a visible part of civic life, drilling and turning out for public occasions. Joseph M. Maurer's group portrait of the officers captures a moment when the island was rebuilding its reputation as a working port.
