Texas City, on the west shore of Galveston Bay, was a young port in 1914, built on a company-planned townsite after the 1890s and tied to the rail lines that carried grain, cotton, and freight to Gulf shipping. Its growth depended on the docks and the railroads, and the town's residents thought of it as a commercial place still finding its footing beside the older island port of Galveston, which had been devastated by the 1900 hurricane. In 1914 the wider Texas border was tense because of the Mexican Revolution, and military units were a common sight across the state. This infantry brigade, drawn up for the camera, reflects that moment of drilling, public display, and readiness that many Texas towns experienced.
