In 1912, Scotia, California, lay in the redwood country of the state's north coast, a region that had drawn settlers and capital for decades. Demand for lumber surged after the 1906 San Francisco earthquake and fire, as rebuilding across the Bay Area consumed enormous quantities of timber and northern mills ran hard to meet it. Beyond the timber trade, the surrounding valleys supported dairy herds and small farms whose butter and cream reached coastal markets. Across the state, Governor Hiram Johnson's Progressive administration, in office since January 1911, was pressing reforms that would eventually reach county roads and schools. Residents would have measured the year by the mill's output and by the slow arrival of better roads that promised to bring the outside world closer.
