San Francisco in 1912 was a city of about 400,000 people, still rebuilding from the 1906 earthquake and fire and looking ahead to a large world's fair. Congress had chosen San Francisco over New Orleans in 1911 to host the Panama-Pacific International Exposition, which would mark the opening of the Panama Canal, and by 1912 crews were filling the bay shoreline and raising exposition buildings along the Marina. Downtown merchants and property owners saw the fair as a chance to prove the city had recovered and to draw investment and visitors to its port. Ferries, cable cars, and the Ferry Building at the foot of Market Street still carried the working population of the Bay Area, and the city's leaders, who took office that January, were already promising a fair that would outshine the rebuilt skyline.
