San Francisco in 1919 was a port city of roughly half a million people, and its economy rested on shipping, shipbuilding, and the canneries and warehouses along the waterfront. Yards that had turned out vessels during the recent war were shifting toward peacetime orders, while troopships returning from France brought soldiers home through the Golden Gate. Many residents were still recovering from the influenza epidemic of the previous autumn, which had closed schools and crowded hospitals. In January, ratification of the 18th Amendment set off arguments among saloon keepers, wine merchants, and brewers over what national prohibition would mean for a city long known for its drinking places.
