San Francisco in 1925 was a city of roughly half a million people, and its population had kept climbing since the rebuilding that followed 1906. Mayor James Rolph, a former shipping man, presided over city hall while the port sent lumber, grain, and canned goods to buyers across the Pacific. National Prohibition had been in force since 1920, yet liquor still moved through the waterfront and North Beach, where saloons closed in name often stayed open in practice. Commuters crossed the bay on ferries and on the Key System's electric trains to Oakland and Berkeley, and Market Street carried the crowds of shoppers and office workers who filled its stores each day. That same year Kezar Stadium opened in Golden Gate Park, giving residents a large new arena for football and public gatherings.
