San Francisco in 1906 was a city of about 400,000 people, and its politics were in turmoil. Mayor Eugene Schmitz had been elected in 1901 on the Union Labor Party ticket, and his administration was closely tied to the political boss Abe Ruef, who ran a network of paid favors at city hall. Editor Fremont Older's crusading *Bulletin* was publishing exposés of that graft in the months before April, and many residents followed the scandal as closely as the price of wheat. The Ferry Building at the foot of Market Street, finished in 1898, still served as the main gateway for commuters from across the bay, and labor unions counted on the city's waterfront jobs to keep their members employed.
