San Francisco in 1904 had about 340,000 residents at the 1900 census and was the largest city on the Pacific coast. Its economy rested on shipping, sugar refining, brewing, and the Union Iron Works shipyard on the bay. Ferries still carried commuters from the East Bay to the Ferry Building at the foot of Market Street, and the Hawaiian sugar trade moved cargo through the same docks. That February, Japan and Russia went to war, and waterfront merchants watched closely, since the conflict threatened Pacific shipping and Asian trade. City hall was led by Mayor Eugene Schmitz, whose administration would later face corruption charges that were still ahead of it.
