San Francisco in 1914 had more than 400,000 residents at the 1910 census, and its wharves, warehouses, and factories depended on shipping across the bay and the Pacific. That summer, war broke out in Europe, and waterfront exporters worried about lost markets and rising freight costs. In August, the Panama Canal opened to commercial traffic, a change that port merchants had long hoped would bring more trade through San Francisco. Crews were finishing the grounds of the Panama-Pacific International Exposition on the Marina, due to open in February 1915, and Mayor James Rolph, a former shipping businessman, led a city government eager to show the world its recovery.
