A mixed-media portrait of Nathaniel Owings, the Chicago architect and co-founder of Skidmore, Owings & Merrill, built from acrylic paint, ink, and graphite on a sheet measuring 51 by 61 centimeters. Owings chaired the President's Council on Pennsylvania Avenue, which published its master plan in 1964 to guide the redevelopment of the avenue and the surrounding federal core in Washington. The picture's date is taken from that publication, so it ties the sitter to the city-planning and urban renewal debates of the 1960s, when the capital's monumental core was being reconsidered. The portrait came to the Library of Congress with the Nathaniel Owings Papers, which document his career.
