The lithograph shows Washington's City Hall, the seat of the old Washington City government, which occupied its building on the city's ceremonial side well before the Civil War. The print was issued by E. Sachse & Co. of Baltimore, a firm known for color views of American cities in the 1860s. It dates from about 1866, a few years after the war, when the capital was still growing and its municipal offices were a visible sign of local self-government. Congress abolished the separate city governments in 1871, so the picture captures the civic life of the city just before that change.
