Its title places the scene one mile from Washington's City Hall, so the artist chose the working countryside on the capital's edge rather than its public buildings. In the late 1830s much of the District of Columbia remained farmland, and the city was far less built up than its plans suggested. Wash drawings, built up from thin, diluted layers of ink or paint, were a quick and popular way to record such rural scenes. The record does not name the maker, so the sheet reads as a modest document of farm life beside the seat of government.
