Rather than showing a single encampment, this lithograph maps the ring of Union army camps that filled the land around Washington in 1861, read from south to west. The Baltimore firm E. Sachse & Co. printed it, and C. Bonn published it in Washington, a common arrangement for the firm's bird's-eye views. It captures the early Civil War, when volunteer regiments poured into the capital after the attack on Fort Sumter and needed ground to drill and wait for orders. The elevated viewpoint shows how the troops were spread across hills and fields, including the Virginia side near Arlington.
