In 1919 the Verdun district of northeastern France was still recovering from the German offensive of 1916, a ten-month battle that had reduced many villages to rubble and left the ground pocked with shell craters. The war had ended in November 1918, and the surrounding Meuse countryside, including the area around Étain, lay in the zone American forces had fought through that autumn. Peace talks in Paris were under way, and the question of how to rebuild farms, roads, and rail lines was pressing on local officials and families who had returned to find little standing. Many residents of such towns expected reconstruction to take years, and some ruined villages were never rebuilt at all.
