Verdun, in northeastern France, came out of the First World War as one of the most devastated towns on the Western Front. The German offensive that opened in February 1916 and the ten-month battle that followed reduced the surrounding hills and much of the town to rubble, and the fortified old city along the Meuse River had been shelled for most of that year. Before 1914, Verdun had been a garrison town and a market center for the farms of the Meuse valley, with its cathedral and fortifications overlooking the river. In 1919, residents who had returned or never fled faced the work of clearing debris, restoring rail lines to bring in building materials, and rebuilding homes, while the peace conference at Versailles settled Europe's borders a few hundred miles to the north.
