Sioux Falls, South Dakota, in 1908 was a railroad and milling town of roughly 13,000 people, built around the falls of the Big Sioux River, where the Cataract Mill and other flour and industrial works drew on the water power. Its growth rested on the railroads that crossed the Dakota prairie and on the wholesale and grain trade that moved through town to Minnesota and Iowa markets. Local life centered on the downtown business blocks, churches, schools, and the Sioux Falls College campus, while the city's civic leaders argued over paving, streetcars, and public utilities. Residents in 1908 knew the town as the largest city in the state, a place that had recovered from the 1880s boom and bust and was still shaping its identity as a regional center.
