In 1909 South Dakota had been a state for only about twenty years, having entered the Union in 1889. Fort Meade, in the northern Black Hills, housed the 4th Cavalry, while the Lakota reservations farther south, including Pine Ridge and Rosebud, were run through federal Indian agencies that controlled rations, schools, and land allotments. Horses were central to the post's work, since cavalry units drilled, groomed, and moved on horseback, and stables and corrals were among its largest structures. Bandholtz's panorama lays out the mounted troops and their grounds at a time when the army's horse-based routines were beginning to face competition from motor vehicles.
