Dubuque in 1907 was still a Mississippi river city squeezed between limestone bluffs, with houses climbing the slopes in tiers above the rail yards and levee. The Fenelon Place Elevator, a cable incline built in 1882, carried residents from the business district up to the heights above, and it remained a familiar part of daily life. Steamers of the Diamond Jo Line, a packet company based in Dubuque, ran passenger and freight trips up and down the river, linking the city to towns far to the north. Most residents would have known Dubuque for its steep streets, its crowded waterfront, and the broad view of the river that the hills offered from almost every block.
