Dubuque, Iowa, in 1907 was a river city of brick commercial blocks and church spires climbing the limestone bluffs above the Mississippi. Its economy rested on the river and the railroads that met there, and factories along the waterfront turned out machinery, boats, and wagons for the farms of the upper Midwest. The city had grown out of the lead-mining boom of the 1830s and 1840s, and by the early 1900s its people were more likely to know it as a manufacturing and shipping center with a large German-American population and a strong brewing tradition. Steep streets and the Fenelon Place Elevator, a cliff-side lift built in 1882, were familiar sights to residents going up and down the hill to work and home.
