Chicago in 1913 was the rail and meatpacking center of the American interior, with the Union Stockyards on the South Side and freight lines converging on the Loop from every direction. The city had grown past two million residents, and its population was tied to a huge foreign-born working class living in neighborhoods packed around the stockyards, mills, and lumber yards along the river. Downtown, the Loop was still crowded with office towers, department stores, and the elevated railway loops that gave the district its name. Chicago had rebuilt after the 1871 fire on a grand scale, and by the 1910s its civic leaders were debating parks, lakefront development, and the reversal of the Chicago River, which had been completed only a few years earlier.
