Montgomery in 1909 remained the state capital, with the domed Capitol crowning Goat Hill at the top of Dexter Avenue, the broad boulevard that ran down to the railroad depot. Its economy rested on state government, wholesale and retail houses serving farms across the Black Belt, and rail lines that brought goods and travelers into town. The city held several tens of thousands of residents, and the 1901 state constitution had recently stripped most Black Alabamians of the vote, a change that shaped city politics for decades. Churches and newspapers drew crowds on Sundays and weekdays alike, while downtown streets filled with wagons, streetcars and pedestrians moving between shops and offices.
