Plymouth, Massachusetts, in 1921 was only a year removed from the Pilgrim Tercentenary of 1920, a celebration that had filled the town with visitors and left its monuments and streets freshly decorated. Its working economy rested heavily on the Plymouth Cordage Company, whose rope works employed a large share of local families, alongside cranberry growing in the bogs beyond town and the fishing boats that worked out of the harbor. Postwar readjustment and weaker demand for manufactured goods made the early 1920s hard for mill towns across New England, and Plymouth's factory hands felt that pressure in their wages and hours. Residents knew their town first as the place where the Pilgrims came ashore, and second as a manufacturing town that depended on a few large employers.
