In 1921 Plymouth, Massachusetts, was a harbor town whose streets climbed from the water toward Burial Hill, where colonists had been buried since the 1600s. Women had won the national right to vote in 1920, so local residents were seeing women cast ballots in town and state elections for the first time, which changed the work of town meetings and party committees. The Cape Cod Canal, opened in 1914, shortened the coastal route around Cape Cod, and that shift reached Plymouth's harbor traffic and the schooners and freighters that once made the long passage. Many residents saw their town as a place of old houses and historic memory, and a growing share of its businesses depended on visitors who came to see those sites.
