Lima, Peru, in 1870 was the capital of a country whose finances rested heavily on guano, the seabird droppings shipped from offshore islands and sold as fertilizer in Europe and North America. Revenue from that trade paid for public works, and the American contractor Henry Meiggs had just begun the railway that would climb into the Andes toward the mining district of Cerro de Pasco. The city lay along the Rímac River, a short rail run from its port at Callao, and its colonial churches, balconied houses and central plazas still reflected three centuries of Spanish rule. Under President José Balta, the flow of guano money fed government spending and borrowing, habits that would weaken the state before the economic crisis and the War of the Pacific of the late 1870s.
