Target Bay on Culebra, a small island off the eastern end of Puerto Rico, was in 1914 a place where the United States Navy had reshaped daily life. The Navy had acquired much of the island's land in the early 1900s and used its shores and waters for gunnery practice, and the bay's name points to that work. Puerto Rico had been under American control since 1898 and had a territorial civil government under the Foraker Act of 1900, but most people on Culebra still earned their living from fishing, small farms, and jobs tied to the naval station. To residents and visitors alike, the island was a quiet outpost, far removed from the sugar fields and growing towns of the main island.
