Culebra, a small island about 17 miles east of the main island of Puerto Rico, was under United States control in 1914, more than a decade after the Spanish-American War transferred the territory to American hands. The Navy had taken interest in Culebra and nearby Vieques as places for gunnery practice, so the island's quiet farming and fishing life sat alongside military use of its waters and hills. On the main island, the economy still rested largely on sugar, coffee, and tobacco, and many Puerto Ricans worked on plantations or in small farms under a civil government established by the Foraker Act of 1900. Residents of Culebra would have known Mt. Resaca as a familiar landmark above their harbor and scattered homes, a place where the island's rugged, dry landscape met the sea.
