Flamingo Bay on Culebra, a small island about 17 miles east of the main coast of Puerto Rico, is pictured here in 1914, roughly sixteen years after the United States took control of the island from Spain in 1898. In those years Puerto Rico's economy rested mainly on sugar, coffee, and tobacco grown on the larger island, while Culebra remained a sparsely settled place of fishermen, small farmers, and families who depended on boats to reach markets. The United States Navy had already begun acquiring land on Culebra, and its sheltered bays drew naval interest as the Caribbean grew more important to American strategy. The bay takes its name from the flamingos that once fed in its shallow waters, a detail that residents would have known well.
