In 1919 San Juan was the main port of Puerto Rico, a U.S. territory since 1898, and its harbor depended on steady supplies of coal and fuel oil. Steamers calling at the port needed fuel, so coal and oil storage along the waterfront was part of everyday commerce. Sugar and tobacco dominated the island's exports, and that cargo moved through the same docks that handled fuel and imports. The Jones Act of 1917 had recently made Puerto Ricans U.S. citizens, and island politics and labor questions were active topics in the capital. For dockworkers and merchants, the coal and oil works on the bay marked the port's work as a shipping center.
