Taken on May 22, 1929, this view records Herbert Hoover with members of the Freight Claims Division of the American Railway Association, roughly two months into his presidency. The division was part of the railroad industry's trade association, which handled disputes over lost, damaged, and delayed freight, so the meeting reflects the close ties between the new administration and the nation's rail carriers. The picture comes from the National Photo Company, a Washington studio that documented officials and events in the capital during these decades. Its glass negative, donated in 1947, shows streaks and blemishes from the deterioration of its original coating.
