Taken on May 1, 1929, about two months into Herbert Hoover's presidency, this picture shows him with American trade executives, a meeting that reflected the new administration's interest in business and commerce. The image comes from the National Photo Company, a Washington studio whose press pictures of officials and public events were widely circulated at the time. Its glass negative shows streaks and blemishes from the gradual breakdown of the original coating, so some of the uneven tones are a physical trace of the plate's age. Hoover had served as secretary of commerce under Presidents Harding and Coolidge, and that background shaped his dealings with industry leaders.
