Port Covington, on the south shore of Baltimore's harbor, was a working railroad and shipping district in 1913, when the city had about 558,000 residents. The Western Maryland Railway used its waterfront there to move coal and freight from the interior to ships bound for Atlantic ports, and the yards and piers depended on that steady traffic. Baltimore was still rebuilding its downtown after the Great Fire of 1904, and the harbor and rail lines were central to the city's economy. Workers on the docks, in the switching yards, and in the nearby factories made up much of the district's daily life, and the rails that crossed it tied the port to the coalfields and farms of the Maryland and Pennsylvania interior.
