Charleston, South Carolina, in 1912 was a port city of roughly 60,000 people, still living off cotton shipping, the Cooper River wharves, and the phosphate and fertilizer trade that had grown after the Civil War. Parts of the city were still recovering from the 1886 earthquake, and its streets and docks reflected generations of cotton factors and merchants. Politics was controlled by the Democratic Party, and the Jim Crow system of segregation shaped schools, jobs, and voting for Black residents. When the U.S. Atlantic Fleet assembled in the harbor, townspeople gathered along the waterfront to watch, a rare display of national power in a city that had once been the birthplace of secession.
