The Capitol itself is the subject here, shown receiving a wash with hoses, which the original caption jokingly calls the building's annual bath. The picture dates to November 28, 1919, just after a session of Congress that the caption describes as long and stormy, with debate over the League of Nations and the Peace Treaty stirring up what it calls "mud slinging." The National Photo Company, a Washington studio known for documenting the city in the early twentieth century, made the negative, which Herbert A. French gave to the Library of Congress in 1947. Streaks and blemishes on the glass come from natural deterioration of the original coating.
