The House chamber in the south wing of the U.S. Capitol is the subject here, shown through a glass negative of the kind Bain News Service used for its press pictures. The House met in that room from 1857 until the mid-1950s, when it moved to a larger space, so the photograph captures a working legislative hall that shaped national debate for generations. Because the record gives no date and the title comes from unverified caption data, the exact year is uncertain. The Bain collection, however, is a valuable window into early twentieth-century Washington, when newspapers depended on agency photographs of Congress at work.
