Among the National Photo Company views of Washington, this glass negative stands out for its subject: a Treasury Department Internal Revenue display illustrating methods of smuggling opium. Federal control of opium came through the Harrison Narcotics Tax Act of 1914, which placed enforcement with the Internal Revenue Bureau and made concealed shipments a federal concern. The National Photo Company, a commercial studio working in the capital during the 1910s and 1920s, recorded many government subjects like this one, and the negative is dated to about 1919 or 1920.
