This glass negative captures the Internal Revenue arm of the Treasury Department in Washington, D.C., a branch whose workload grew sharply after the income tax expanded during the First World War. The National Photo Company, a commercial studio that documented the capital's government buildings and street life, made the negative around 1919 or 1920. Herbert A. French gave it to the Library of Congress in 1947. Because the title comes from unverified studio data, the exact vantage point is uncertain, but the image still offers a view of the Treasury complex in those years. Streaks and blemishes across the glass reflect the natural decay of its original coatings.
