The caption names the Treasury Internal Revenue Department and a Dr. A.B. Adams, though the record notes that this title comes from unverified data written on the negative or its sleeve. The glass plate came from the National Photo Company, a Washington firm that documented the city's government buildings and streets in the early twentieth century. Around 1919 or 1920, the Bureau of Internal Revenue was expanding under wartime tax laws that brought far more Americans into the filing system. Streaks and blemishes on the plate come from natural deterioration of its original coating.
